Civil Service Commission
The Civil Service Commission is responsible for the Civil Service Testing of Full-Time Civil Service Police Officers and Firefighters as well as promotional exams for those employees. It also hears appeals on the suspensions, removals or demotions in rank affecting those employees. The Commission is governed by the Civil Service Rules and Regulations and applicable law. Alternates serve in the absence of regular appointed members to ensure a quorum as required by law.

Human Relations Commission
On January 4, 2023, Swissvale Borough Council unanimously approved Ordinance #23-01, an Ordinance that prohibits discrimination in housing, commercial property, employment and public accommodations. The Ordinance also provides for the creation of the Swissvale Borough Human Relations Commission (HRC) which will review cases of alleged discrimination and adjudicate said claims. The HRC will have the authority to levy fines against those they find guilty of discrimination.

Planning Commission
The Planning Commission is a body of citizens that serve within local government, acting as an advisory group to the Borough Council on issues and policies related to planning, land use regulation, and community development.

Recreation Board
The Recreation Advisory Committee is a body of citizens that serve within local government, acting as an advisory group to Borough Council on matters of policy involving the supervision, management, and maintenance of all parks, playgrounds, athletic fields, or recreation centers owned and operated by the Borough, or which may be hereafter acquired.

Shade Tree Advisory Committee
The Shade Tree Advisory Committee is a body of citizens that serve within local government, acting as an advisory group to Borough Council on matters of policy involving the preservation of the Borough’s trees, as well as advise on the planting, transplanting and expansion of the trees within the Borough.

Steel Valley Authority
The Steel Valley Authority contributes to stable communities and renewed prosperity by saving and creating skilled and sustainable manufacturing and productive economy jobs through layoff aversion, responsible capital investment policy and building sustainable communities. The Steel Valley Authority Board is made up of delegates from member municipalities and industry leaders who provide technical assistance to manufacturers. The board provides decision making, financial direction and fundraising for the Authority.

Water Authority Board
The Swissvale Representative to the Water Authority Board acts as a Board Member to the Wilkinsburg-Penn Joint Water Authority (WPJWA). This person attends WPJWA meetings (4th Tuesday of each month) and makes monthly reports to Swissvale Borough Council at the Regular Borough Council Meetings on the first Wednesday of each month. The representative acts as a liaison between the WPJWA and Swissvale Borough.

Zoning Hearing Board
The Zoning Hearing Board generally hears appeals related to the enforcement of the Borough’s Zoning Ordinance as well as requests for Special Exceptions and Variances related to that Ordinance and in other matters as granted by the Pennsylvania Municipal Planning Code 53 P.S. §10909.1.
